V16.4 Updates:
- Updated Gear ratios for rosters and recruits

NEXT26 Companion Tuning App v1.1 Updates:
- Added Bowl Game Opt-Out enable/disable and Minimum Player Rating feature
- Added option to determine if Bowl Games affect final AP/Coach Polls

- Add user config file that saves automatically to load data when new ISO is used
